Letter sent by Sharon Noble to Ms. McCulloch at the Times Colonist on Sept 17, 2010

Dear Ms. McCulloch,

The new transmitters that are planned will add significant radiation to a city 
already radiated at levels dangerously high. I have no doubt that the levels 
produced will be within Health Canada's guideline (Safety Code 6), but please 
know that our country's guideline is one of the worst in the world. Even Russia's 
and China's allowable levels are hundreds of times lower than ours.
 
Health Canada will say otherwise, but there are 1000s of studies that show 
irreparable harm is done by long term exposure to electromagnetic radiation (EMR).
 
In a 1999 report commissioned by Health Canada and done by the Royal Society, 
the Society concluded that studies by reputable scientists have shown "biological 
effects may occur at non-thermal levels including levels below the limits for 
RF" (radio frequency) "field exposure established by Safety Code 6." 
 
1) "Using much lower power densities than recommended as safe limits in Safety Code 6 
also showed increases in blood-brain barrier permeability." (page 45). This means 
that the blood brain barrier leaks at levels below allowed by our government's 
guideline. This leakage can lead to many problems including dementia.
 
2) Another effect is cellular composition damage with Ca2 and other components 
crossing the membrane (pg. 43-44).
 
3) Activity and production increase in ornithine decarboxylase (ODC) is related 
to exposure to EMR. "A higher level of ODC has been found in a number of pre-malignant 
conditions....Many chemical carciogens have been shown to increase ODC levels and ODC 
activity is a common phenomenon related to the exposure of cells and tissues to 
various chemical tumour-promoting agent" (pg. 36).
 
The Report also acknowledges that certain populations, such as children, 
pregnant women and the elderly are more susceptible to these health hazards. (pg. 4)
 
These are just a few effects acknowledged by the Royal Society in 1999 and reported 
to Health Canada. Yet our Safety Code 6 remains unchanged. Their statements that 
there is no evidence of no harm are blatantly untrue and we are being exposed to 
increasing danger with each new transmitter.
 
Ms. McCulloch, I would be pleased to have you print any part or all of this letter. 
Also, if you would like more information, please contact me (I have access to many 
studies or to many independent scientists, e.g. ones not associated with the 
industry, who have done studies confirming harm).
 
We will be having a public meeting at Colwood City Hall, Sept. 23, 7:00pm, and will 
show an award-winning documentary about the growing dangers of EMR, especially 
from cellphone transmitters. It would be wonderful if you could attend. I've
